A recent addition to the KBase looks at How to create an App ID for Your Item in ArcGIS Online. We are often asked about this process as part of the install of Admin Tools for Portal. You can learn more about OAuth in the Esri documentation on the subject.
To Create an App ID:
Step 2. Click “My Content” at the top of the screen.
Step 3. Click “Add Item” on the “My Content” Page
Step 4. Select “An Application” from the drop down.
Step 5. Fill in the form provided using information similar to the example screenshot below.
Step 8. Add the path(s) to your application that should be valid redirects for this AppId.
Step 9. Now that this process is complete, the App Registration section of the setting page should show an App ID that can be provided used to authenticate for OAuth2 applications.
